No, I don't think it was from the Schoolhouse Rock guys. There was just a point where they'd stop the 'Toons and a little blurb would come on called "Snippets". The main problem was that they were not cartoons, they were real video of kids doing stupid shit with some sort of educational them. Just little 2 minute blurbs. I assume it was not a Detroit thing...
