Doubtful, IMO. What's the rationale there? If they want to remain American Citizens, they are going to pay taxes (whether they move to another country or not) and I can't see wealthy business owners just boarding up the windows so they can move every penny they have into tax free bonds.

Plus, there are going to be a million loopholes for tax shelters anyway.

Let's assume they are a business owners, f-d, you ever seen payroll taxes? And do you think these people are not paying anything? The people, honestly, that are not pulling their weight are actually the poor, who directly take government assistance and all SORTS of programs and staff to monitor them.

There are different schools of thought, GGB. The rich do pull their weight compared to the poor when it comes to taxes...not even close (obviously).

Taxing the rich doesn't take away their incentive to make money, though. If you're making $750K per year and your tax rate goes from 33% to 40% (for instance), what would your next course of action be? Trying to make more money or trying to trim your income to under $330K?

I'm not saying tax hikes are a lock to be great for the economy. I'm just saying raising taxes on the rich isn't a lock to hurt the economy by any stretch.
