I don't travel the world, so I can only go on what the liberal media reports, BUT people aroudn the world can have a negative opinion of us as a whole while we're still attracting new immigrants.
Those two issues aren't really related.

Did the French care when people were saying "Freedom Fries", et al?
were "freedom fries" a joke or did institutions actually start serving them in all appararent seriousness?
my memory is poor and i just can't believe a campaign as lame, pathetic and flat out embarrassing could in good conscious be thrust on the american populance.

On 11 March 2003, Representatives Robert W. Ney (R-Ohio) and Walter B. Jones, Jr. (R-North Carolina) declared that all references to French fries and French toast on the menus of the restaurants and snack bars run by the House of Representatives would be removed. House cafeterias were ordered to rename French fries "freedom fries". This action was carried out without a congressional vote, under the authority of Ney's position as Chairman of the Committee on House Administration, which oversees restaurant operations for the chamber. The simultaneous renaming of French toast to "freedom toast" attracted less attention.[1]
According to a statement released by Ney, this move was a symbolic effort to express displeasure with France's "continued refusal to stand with their U.S. allies" (see Iraq disarmament crisis). The statement further read: "This action today is a small but symbolic effort to show the strong displeasure many on Capitol Hill have with our so-called ally, France."
France should name them "I told you so" fries in response.

and would it have been ok to just call them, lets say, "fries"? or did you have to go with "freedom fries" to get your order served?

I watched the McCain interview last night, and that opening line of your link is extremely misleading. It only took the first part of his sentence. He was asked about the "16" months, and said, yes...but ONLY if conditions on the ground allow it. He also said "Now whether that fits into 16 months or not, or one month, or whatever, the point is it's got to be conditions-based"
