I am currently reading "Blackwater The Rise And Fall Of The World's Most Powerful Mercenary Army" (Jeremy Scahill who leans hard left)..... Good book... Obvious agenda but, still informative none the less....

so i finally read the document you linked and i have no idea what point you are trying to make with it. what questions does it answer? that gov't agencies wrote legal memos that defended waterboarding which have now been overruled or rejected? and forgetting the legal or ethical questions, there is absolutely no opinion expressed on whether it actually works or not. none. again, it is merely declassified memo's that agency lawyers wrote to defend the practice of "enhanced interrogation" and subjectively decided that it didn't, and have since been rejected. not one word about it's efficacy.

the most ridiculous thing about you posting that link is that at the very end of the document, the OLC admits that the CIA no longer employs it. and my link which started this whole debate was about waterboarding. so, again, what in the holy hell was your purpose in posting it?
