I don't doubt there are genetic differences, but I don't know how many of them are due to slavery. I'd need to see some really, really hard evidence to believe it for sure.
American slaves were only in existence for about 175 years. That might sound like a long time, but it's not when you really think about it. Plus, our black athletes are generally better than black athletes elsewhere, when other countries were involved in the slave trade for a much longer period of time and in much larger numbers. Theoretically, I'd think that would give a country like Portugal the world's best athletes.
All told, it's probably a simply combination of things. Africans live miserable, difficult existences, so their bodies had to develop differently in order for them to survive. Taking the strongest of those, we dropped them into areas where, comparatively, they had dramatically improved nutrition. The combination of a genetically hyper-efficient survival evolution and dramatically improved nutrition probably just produced better athletes on average.

Obama Care is a massive giveaway to insurers and reversed the negotiated pricing for medications for medicare patients.
On the provider end, we are theoretically rewarded for preventing problems, but we take it on the chin with cost bundling. So, if a patient like that comes to the hospital for treatment (statistically highly likely), then as providers we collectively have to divvy up his admission costs between ourselves and the hospitals.
That's where the savings comes in. For the insurers, the fact that he HAS to buy insurance along with other folks who aren't as high-risk, the costs for THEM are diffused by a larger risk pool.
