This isn't necessarily a knock on Garcia (well, maybe somewhat), but I would say that he'd be a fish out of water because 1) the talent around him isn't as good as it is here, and 2) the coaching staff wouldn't be smart enough to hide his weaknesses.
When he was with Cleveland and Detroit, they didn't have enough talent all across the board so that he wouldn't have to carry the team (especially in Cleveland). You can see how effective he is when he's protected and upright, when he has a good running game and a very good offensive line in front of him, plus a coaching staff that caters to his strengths. When he's pressured, he has a tendency to make errant throws (like the one in Dallas), but most times, by the time the pressure has gotten to him, he's either gotten rid of the ball or taken it for a run.
Put him in a situation like Chicago, where their running game isn't as potent, and their passing attack isn't as deadly (specifically coming out of the backfield), and he would be forced to take more of the game into his own hands, exposing him further.
As far as Leftwich is concerned, I'll put a caveat there (one that I expect will happen) - they'll look at him if their QB play continues to be brutal. The Jags (you would figure) are probably going to cut him, and he would represent a good QB that would be available. He's certainly a better option than Orton and Griese at this point.
