They haven't done this just this year, though - they've always taken the philosophy of signing young players to cap-friendly contracts before their rookie contract expires, so as not to bid against someone in the open market. It's not just this year.
It's always been their philosophy to lock up young guys, but this past year has been different.
They signed 4 players to long term extensions who were in their second season as a pro. They've never signed someone to an extension in their second season, and they did 4 of them in 1 year.
Andrews was also signed to an extension last off season, just after completing his second season. I think that was the earliest they had ever extended someone of his caliber.
We're not talking about deals to guys like Rayburn, or Greg Lewis that were simple extension with no money involved. We're talking about 5 deals to players with 1.5 - 2 years of experience and each one included almost $10 million (or more) in bonus money over the last calendar year.
They seem to have adjusted their philosophy to get even more aggressive earlier in contracts this year.

Brown is a fine #2, hard worker, not a whole lot of natural talent, doesnt natural wide receiver skills.
Avant is slow as shit, fuck him..that's what I say.
Baskett is not bad, nice big guy possession receiver, #3/#2 type dood.
They need some prime time speed, playmaking wide receiver action. A guy like umm, Donte Stallworth or someone.

I can name several wide receiver sets worse than what the Eagles have right now, but without even thinking, how about:
Thrash, Pinkston, Greg Lewis, and Wilbur? I'll take the Brown/Tall Guy/Lewis/Avant Combo any day of the week over that. I'm much more interested in who the Eagles get to be their backup running back, actually.

I'd imagine that Stallworth should/could have been resigned while he was icy-heating his hammy mid-season.

Could be a good thing for the Eagles if they are truly interested in signing him. He's less of a question mark to them than almost every other team because they've seen him with the team for a year.
This almost certainly rules out the Titans and Dolphins because they are both trying to distance themselves from the Ricky Williams and Pacman Jones debacles.
Guess we'll see, but I think no matter how low the price goes, the Eagles will be still be looking at that 3rd round pick.
I never found an official explanation on how that 3rd/4th round pick was structured. Some writers said it was a 3rd if he played with the Eagles in 2007 (via extension, franchise tag, etc.) and others said it only jumped to a 3rd if they signed him to an extension, but once FA started, he was technically a
"free agent" and would be signing a brand new contract, thus eliminating the 3rd round compensation.
Who knows...
The question now is at what price are the Eagles just being a-holes? $15- $18 million upfront is too much but if they balk at $12, they are just dumb.

While his price will go down league-wide due to the implication he got caught hitting the ganja (or something equally illicit), will there be any additonal reservations with the Eagles on signing him now?
Another "hot" piss test and they lose him for 4 games.
Or will "El-Cheapo" figure that Donte's value as a WR has increased
, now that his price has decreased?

There's a very good chance the Eagles knew about this when they traded for him.

Then again, that four-game span could knock Stallworth out for the playable part of his usual half-season...or he could easily combine it with a hamstring injury that he was going to sit out for anyway.
I agree with f-d in that the Eagles F.O. probably knew about this last year. But once any front ofice knows something, don't pretty much all of them know? While it might not have affected Stallworth's dealings when it was a "known secret," it has spun into a slight positive for the Eagles in their chance to retain him.

This smells of Joe Banner. I believe Bob B from the Inqy broke this story(or someone from daily news). My money is that they leaked the story in an effort to lower his value (so they can sign him) or have another excuse as to why they didn't. The Eagles are known for leaking information on their own UFA in an order to lower their value.

MSLEWIS: Any team interested in ANY Free Agent has the right to know if the player is in any danger of a suspension due to the program.
I think it highly likely that THIS is already KNOWN by any interested club, hence the NON Activity on his end where visits are concerned etc.
I dont think Bannner leaked anything to retain 18. I think its known out there amongst possible suitors already.

Cute seth, the MsLEwis makes me blush every time.
I am aware that all teams can find out if they are in the program or not(and that many most likley are in the know) but it is not unreasonable that some teams were not aware (the Titans found out about Travis Henry after the trade). Per my post, I believe a strong motivation for the ever sensitive Banner would be the Fan Backlash if Stallworth does in fact sign somewhere for a reasonable price.

That was my original understanding, but Spuds has said in no uncertain terms is Stallworth will cost them a 3rd if they sign him.
People asked him the question specifically yesterday and today. he said he talked to people with the Eagles and they told him that if they re-sign him even now, it becomes a 3rd.
I wouldn't put it past the Eagles to float out misinformation, but they are stating it's a 3rd if they sign him even now.

STALLWORTH TO VISIT PATS, TITANS
Adam Schefter of the NFL Network reports that free-agent receiver Donte' Stallworth will visit with the Patriots and the Titans.
Stallworth reportedly is willing to take a one-year deal from the Pats, in order to prove himself and then get back to the market in 2008.
Meanwhile, there is speculation in league circles that the Eagles have been responsible for putting out the word that Stallworth is in the drug-testing program, in an effort to scare off other potential suitors.
If Stallworth signs with the Pats, don't be surprised if his contract calls for a per-game roster bonus. With recent changes to the CBA drastically limiting the ability of teams to recover signing bonuses, the only way to protect a team against a player who might not be available due to a suspension is to tie his compensation to the number of games in which he actually is able to perform.
